Brown and drain hamburger. Combine water, hamburger and this package in a large soup pot. Whisk until blended. Bring to a boil, reduce heat, simmer 25 minutes. Remove from heat, add whipping cream, cheddar cheese, and ketchup. Stir until cheese is melted.
